Bob Milne has completed over 39 years service with the Metropolitan Police in Forensic services as a Forensic |practitioner in the roles of ACPO registered Fingerprint Expert, Crime Scene examiner and manager dealing with all crime types including arson casework up to and including homicide.

Experience in forensic arson examination and evidence recovery was provided by the Metropolitan Police and the Fire Investigation Unit at the Metropolitan Police Forensic Science laboratory prior to its assimilation into the Forensic Science Service Gov Co. Bob was attached to the laboratory in the role of Laboratory Liaison. During his service for over 30 years he dealt with three or four arson cases per month.

Bob is the author of papers on footwear recovery and techniques, the applications of forensics to crime intelligence, Forensic Intelligence, modern magnetic fingerprint powders, the Mathematics of Scene Linking, the Crime Mapping of Forensic Evidence, the uses of Forensics in Geographical Profiling, Electrostatic mark searching and recovery having designed the wireless electrostatic mark lifter The Pathfinder, which is now copied by a number of manufacturers and is the standard design of ESL lifter used in the World today. In his role as Forensic Intelligence Manager for the Met Police in the Met Intelligence Bureau (MIB) Bob worked with Peter Mansi and the Met / London Fire Brigade's management teams and fire investigators on the MET LFB Partnership in the reduction of deliberate fire setting and in dealing with arson data in the area of producing intelligence products for action resulting in the detections and convictions of a number of serious arsonists. Bob designed the Forensic Intelligence Data structure for arson in consultation with Peter Mansi who has taken the issue forward in Creating a Ten Point Plan for the investigation of arson. The Forensic intelligence data structure for arson presented at the IAAI meeting at Brunel in 2005 is utilised in the new eFIT1 computerised system for reporting deliberate fire setting to Police under the Met/ LFB partnership.

Bo is looking forward to his role as the London Regional Representative for the IAAI and has already written to forensic equipment suppliers to inform them of opportunities to place their trade stands at reasonable rates at IAAI conferences and to explore the possibilities for these companies to provide sponsorship run workshops so that IAAI members can try their products.

Martin Bloomfield is the Crime Lab manager for Sussex Police. With a team of 11 they provide Sussex Police with chemical treatments and light source examinations similar to what you might see in CSI (Miami, NY or LA!).

He’s been involved with Scenes of Crime since 1987; based mainly at Brighton being a specialist photographer then becoming a multifunctional SOCO in 1993. He was involved in many high profile crime scene examinations, with his photographs being used in the national newspapers and television.

On promotion to Senior SOCO in September 2000 He became a qualified Sussex Police Forensic Awareness Trainer; giving training, talks and lectures to a wide audience of Police Officers, college students, external agencies and members of the public. He also became a Crime Scene Manager (CSM) and supervised many crime scenes from assaults, robberies and murders.

He is a member of the Forensic Science Society and holds the Society’s Diploma in Crime Scene Investigation.

In December 2006 he was promoted to Lab manager. Although the majority of work is fingerprint based, they have an extensive Lab based in Brighton. The team assists with the specialist examinations at serious and major crime. The team is made up of specialists in chemical treatments, Alternative Lights Sources (ALS - Quaser and lasers etc.) and digital imaging photographers.

Up to recently (2001 - 2006) he was a speciality assessor for the CRFP in Crime Scene Examination.

Pete Sandel is an associate partner of three investigators working in the private sector, based in the West Country but providing both National and International coverage; an IAAI Certified Fire Investigator and Registered Expert Witness. Peter spent 35 years in the Fire & Rescue Service, before retiring. 20 of those years as a full time fire investigator and F.I. trainer in the West Midlands, Devon & Cornwall. A founder member of the Forum of Arson Investigators, and a member of the Regional Crimestoppers Board.

Carl Baldwin

Carl Baldwin is a qualified and experienced Detective Constable for Hertfordshire Constabulary.
He joined Hertfordshire Constabulary in 1991 following five years employment within the insurance industry. He also has a good working knowledge of the building industry.
For the past six years Carl has worked as an intelligence cell co-ordinator for the Major Crime Task Force of Hertfordshire Constabulary. This unit investigates the most serious crime that occurs throughout the county, predominantly Murder, Kidnap and Stranger Rape. Within this unit Carl provides a core intelligence capability for Major Crime Investigations. His responsibilities include matters subject of RIPA (Regulation of Investigatory Powers Act), the gathering, evaluation, analysis and dissemination of intelligence, mobile phone examination and analysis of call data together with any necessary covert investigation.
Throughout his service Carl has amassed a wealth of experience in his field, working with SOCA (Serious and Organised Crime Agency, previously NCS and NCIS), the Metropolitan Police Flying Squad and the National Domestic Extremism Team. He regularly works with HOLMES (Home Office Large Major Enquiry System) and is a Tier 3 Advanced Interviewer. He has been the enquiry liaison with the BBC for three crime reconstructions and is one of very few officers who have dealt with not one but two exhumations.
In recent years Carl has been part of the team responsible for investigating the death by fire of Wayne Trotter in Borehamwood in 2002; the burning body in a suitcase, stabbed and doused in petrol in Aldenham in 2004; the Buncefield Fuel Depot fire in 2005; the murder of Serena Mahoney in Cheshunt in 2006; the Tesco blackmail in July 2007, and most recently the triple murder in Bishops Stortford in August 2007. Carl has now taken up a position on the Cold Case Review Team, reviewing historical unsolved murders and rapes, identifying lines of enquiry and forensic opportunities.
His speciality has become mobile phones and call records.

Chris Lowe

Chris retired from Northamptonshire Fire & Rescue Service in June 2009 where he served for nearly 31 years. He became a specialist Fire Investigation Officer for the service in 2002 and in 2004 became the Fire Investigation Manager. While carrying out investigations himself he developed the team from two to ten investigators and established a high level of training for them all. Chris has attended Gardiner’s theory, practical and development courses and has achieved an Advanced Professional Certificate in Investigative Practice to support the Fire Investigation process. As part of his role as FI Manager he has for many years been part of the East Midlands Regional Fire Investigation Liaison Group where he contributed to regional policies and procedures in relation to Fire Investigation.

In addition to FI Chris was responsible for establishing an Arson Task Force in Northamptonshire which he did in 2004 and these two roles offered him the opportunity to ensure closer working with the Police and SOCO teams. This partnership has evolved into a multi agency team and the close liaison and joint training have developed the skills and effectiveness of all those involved. Chris is a Graduate of the Institution of Fire Engineers and has presented at National conferences on the management of fire investigations, attended the IAAI Training conference in Denver 2008 and has been a member of the IAAI UK since 2003. Following his retirement from the Fire Service Chris will be moving into the private sector to continue and further develop in the field of Fire Investigation.

for Mid and West Wales Fire and Rescue Service.

and has been a Fire Investigator since 2004.
Steve has attended the Fire Investigation Practical Course at the
Fire Service College and subsequently the Practical Fire Investigation
Course at Gardiner Associates. He has completed the Fire Science and
Fire Investigation Course at the University of Edinburgh.
Steve gained a BSc. Hons. in Building Fire Studies from the

Stephen Beattie is a Scientific Support Officer / Crime Scene Manager with 11 years service currently serving with Cleveland Police Scientific Support Department at Middlesbrough Cleveland.

He holds the University Of Durham Diploma in Scientific Support Skills, CRFP registered and has attended the Fire Investigation course at the Fire Service College Moreton-in-Marsh. Has been a member of the Fire Investigation Project within Northumberland Fire Service at Morpeth, instructing to both Fire Fighters and Police Scientific Support Officers in Fire Investigation Skills.

John Gow is a full time fire investigator with Strathclyde Fire & Rescue Service (SFR). John joined the service in 1979. He has been an investigator since 1998, having attended SFR Fire Investigation Course, the National FI Course at the Fire Service College, 16th Fire & Explosion Investigation Course at Edinburgh University and the De-Haan Advanced Fire Investigation Course. John has also attended the two week Post Blast Investigative Training II, provided by the Bureau of Alcohol, Tobacco, Firearms and explosives. John was a Registered Forensic Practioner in fire scene examination, and was also an assessor, in fire scene examination, for the Council for the Registration of Forensic Practitioners until CRFP ceased to function in 2009.
